Long-term coastal breeding and excessive pumping of water from farmers' private wells in the Yunlin area has caused continuous ground subsidence. In addition, subsidence along the section of the Taiwan High-Speed Railway in recent years has seriously affected driving safety. The Executive Yuan has issued a "Concrete Solution and Action Plan for Ground Subsidence in the Yunzhang Area," wherein part of "Yunzhang Area Water Well Disposal Plan," all 539 public water wells and a total of 186 water wells in the Yunlin area belonging to the water company will be closed by 2020. Once the disposed water wells are shut, the original irrigation water source will be impacted. In particular, there are as many as 87 water wells with a depth of less than 150m in the townships of Dounan, Dapi, and Dalin, which affect an irrigation area of nearly 3,600 hectares. In addition, most of the local groundwater sources are wild streams, and water volume is unstable, so the impact will be extensive. In order to effectively manage and utilize agricultural water resources, the adjusted allocation of water sources should be implemented without delay.

In view of this, the office plans to set up a multi-functional regulating storage pool in Gukeng to hold the remaining water from nighttime irrigation in Douliu Canal and the flow of rivers such as Dahukou River, while also building channels to connect the existing Douliu Canal system to Liuzi Canal, connecting waterways such as Qielingjiao Canal, Shiguixi Canal, Nanshi Canal, Dalin Canal, Shigu Canal and Xiabaolian Pond. These will deliver water by gravity to the downstream areas of Dounan, Dapi, Dalin and other areas, forming a perfect water delivery network.
