The organizational structure of Yunlin Management Office, Irrigation Agency from top to bottom includes:

1 Director, 1 Deputy Director, and 1 Chief Engineer. There are also the General Affairs Division, Finance Division, Management Division, Engineering Division, Accounting and Statistics Office, Human Resources Office, Counseling Office, and Information Management Office. The General Affairs Division includes the Documentation Section, General Affairs Section, and Cashier Section. The Finance Division includes the Expropriation Section, Property Section, and Planning Section. The Management Division includes the Irrigation Section, Supervision Section, and Mechatronics Section. The Engineering Division includes the Design Section, Evaluation Section, Construction Section, and Contracting Section. The Accounting and Statistics Office includes the Accounting Section and Budget Section. The Human Resources Office includes the Performance Evaluation Section and Appointment and Removal Section. The Counseling Office includes the First Section.

There are also affiliated branches as follows:

  • Linnei Branch: Includes Irrigation Affairs Section and General Affairs Section, with stations including Qiongjiau Station, Lianshi Station, Sanhe Station, and Chongxing Station.
  • Beigang Branch: Includes Construction Section, Management Section, and General Affairs Section, with stations including Wufeng Station, Gouzao Station, Luliau Station, Tuku Station, Zhongkeng Station, Yuanchang Station, Haifeng Station, Sihu Station, Feisha Station, Xinjie Station, Shuilin Station, Niausong Station, Dingwan Station, Kouhu Station, and Wukuai Station.
  • Huwei Branch: Includes Construction Section, Management Section, and General Affairs Section, with stations including Dongguang Station, Pujiang Station, Huilai Station, Huwei Station, Dongtun Station, Kendi Station, Maguang Station, Baozhong Station, Dongshi Station, Taixi Station, and Xinxing Station.

Management Division
Irrigation Section:

1. Maintenance and annual repair management of small and medium- ditches and drainage.

2. Accepting applications for use of irrigation structures, punishment of irrigation violations and dispute resolution.

Supervision Section:

1. Planning and design of mechanical and electrical engineering (works) operations.

2. Repair and maintenance of mechanical and electrical equipment such as groundwater wells, water gates, supplementary water sources etc.

Mechanics and Electricity Section:

1. Planning and design of mechanical and electrical engineering (works) operations.

2. Repair and maintenance of mechanical and electrical equipment such as groundwater wells, water gates, supplementary water sources etc.

Construction Section
Design Section:

1. Engineering Project submission and related operations.

2. Measurement design and budget compilation for new construction, renovation work, improvement and disaster repair of irrigation and drainage channels and facilities and other engineering projects.

3. Compiling and reviewing the first draft of engineering project budget plans and other related services.

4. Proposal of engineering project bids.

5. Engineering project benefit assessment and technical research related matters.

Evaluation Section:

1. Examination and review of engineering project budget documents.

2. Price evaluation and proposal of bulk materials.

3. Engineering project supervision, construction inspection and construction quality related services.

4. Construction schedule extensions, engineering project estimations, acceptance and engineering project evaluations.

Construction Section:

1. Engineering project performance and inspection-related operations.

2. Process engineering disputes and construction issues.

3. Engineering project design changes and revised construction budgets.

4. Engineering project inspections, completion, preliminary inspections and other operations.

5. Engineering project settlement, final accounting and warranty operations.

Bidding Section:

1. Contracting matters.

1. Solar photovoltaic and small (micro) hydropower leasing operations and asset activation operational plans.

General Affairs Division
Documentation Section:

1. Collection, distribution, typing, supervising and printing of official documents and sending documents for filing.

2. The office organizes various meetings.

3. External operation promotions, news reports, writing special documents etc.

General Affairs Section:

1. Office supplies procurement, supply and accounting.

2. Official vehicle dispatch and management.

3. Office building management, environmental cleanliness, beautification etc.

Cashiers Secton:

1. Payroll management.

Human Resources Office
Recruitment Section:

1. Office organization, staff allocation, recruitment, salary verification and preparatory matters.

2. Approval of screening, recruitment, admission and distribution of new personnel, employment plans for contracted personnel etc.

3. Final approval on matters relating to unpaid temporary leave and issuing employment certificates.

4. Staff promotion assessment, appointment and transfer, promotion training, review and approval of related matters.

5. Open screening, personnel recruitment and part-time cases.

Evaluation Section:

1. Rewards & punishments, performance appraisals, performance evaluation etc.

2. Staff training, cultural and recreational activities and the issuance of various subsidies.

3. Retirement, pension, resignations and lay-offs.

4. Issuing employee service certificates and evaluation of leave management.

5. Underwriting, accounting, claims, payment and other labor and health insurance and occupational safety-related operations.

Accounting and Statistics Office
Budgeting Section:

1. Operational fund budget compilation, allocation, final accounting report, procurement supervision and other services.

2. Development of phased implementation plans, revenue and expenditure estimates and budget implementation, in accordance with regulations.

3. Conduct financial analysis to predict future financial status based on final accounting results, as a reference for review and improvement of operational implementation efficacy.

Accounting Section:

1. Reimbursement and binding of receipts and the binding of payment certificates and detailed account books.

2. Expenditure reimbursement of various subsidy programs and commissioned engineering projects, regular filling in of execution percentages on the program expenditure website of the Irrigation Agency, Council of Agriculture, Executive Yuan, and uploading accounting reports to the Directorate General of Budget, Accounting and Statistics, Executive Yuan.

3. Working with the General Affairs Office to supervise cashier accounts, operational unit items and inspect the operational unit unsettled accounts.
