History-Yunlin Management Office

On September 14, 1974, in accordance with the Executive Yuan's "Taiwan Province Accelerating Rural Construction Period, Improving Irrigation Association Implementation Key Points," approval was given to the merger of all irrigation areas in the original Zhushan and Douliu Irrigation Association and the irrigation area under the Zhuoshui Main Canal. On January 1, 1975, the Yunlin Irrigation Association was established, and Mr. Lin Junhui appointed its first president.
In December 1981, the Key Points were implemented in full and the member representative meeting system restored. The first member representative meeting was held on May 20, 1982, and Mr. Chen Xindeng elected the first president. In May 1986, Chen was re-elected for a second term.
In May 1990, the third member representative conference elected Mr. Zhang Huiyuan as president.
In May 31, 1994, the election was cancelled and on June 1, committee members were selected by the government, with Zhang selected as first president.
In June 1998, Zhang was re-elected president.
On June 20, 2001, based on order Zongtonghuayiyizi No. 9000120780, the "General Organizational Rules for Irrigation Associations" were amended. From 2002, the president and advisory committee were directly elected by all members; Mr. Zhang Huiyuan was the first directly elected president and 29 advisory committee members were also directly elected.
In June 2006, Zhang was directly elected as president a second time.
In June 2010, Mr. Lin Wenrui became the third-term directly elected president with 29 directly elected advisory committee members.
In June 2014, Lin was directly elected president again with 29 directly elected advisory committee members.
On January 17, 2018, the Legislative Yuan passed the third reading of a revised draft of the " General Organizational Rules for Irrigation Associations," as a result of which the irrigation association was restructured as a public agency. As a result, the terms of the fourth-term president and committee members of the Irrigation Association were extended to September 30, 2020.
On February 1, 2020, Lin Wenrui was elected as a legislator, and Mr. Hong Guohao appointed acting president. There are currently 27 committee members (following a hiring freeze)
On October 1, 2020, Yunlin Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan was officially established. Lin Guohua was appointed its first director, saying he looked forward to working with colleagues and farmers while devoting himself to overcoming the challenges facing the irrigation sector.
On August 1, 2023, the Council of Agriculture was formally upgraded to the Ministry of Agriculture, the full title of the office was also changed to [Yunlin Management Office, Irrigation Agency, Ministry of Agriculture], with Deputy Director Lin Guohua still serving as director.
