A Few Words from the Director

On October 1, 2020, the Yunlin Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan was officially established. The Yunlin Irrigation Association preceded the office, which has served farmers with outstanding results since its establishment on January 1, 1975, with an irrigated area of 63,000 hectares. The Linnei water diversion works, Zhuoshui Main Canal, Anqing Canal etc. are important irrigation facilities in the Yunlin irrigation area. I was appointed first director of the Yunlin Management Office and dedicated himself to work in the Yunlin irrigation area and actively responding to the challenges facing the agricultural and water industry as a result of social, economic and climate change.

On August 1, 2023, the Council of Agriculture of the Executive Yuan was officially re-designated the Ministry of Agriculture. The full title of this office was also changed to “Yunlin Management Office, Irrigation Agency, Ministry of Agriculture, Executive Yuan.” Adhering to the vision of the Irrigation Agency's governance “Retain water, Irrigate land,” the specific strategies implemented by the Office are “Storing excess water and relieving draught, diverting and enhancing water provision, intelligent management, purifying water and preventing pollution.”

After the restructuring, with the full cooperation of colleagues in the office, the 42km-long “New Bicycle Lane Engineering Project along the Canal Greenway of the Zhuoshui Main Canal,” as well as the second and third work areas of the project were completed within 2 years and 10 months. This project won the "Outstanding Award" and "Honorable Mention Award" at the 2022 Excellent Agricultural Project Award - Excellent Public Project Quality Award.

Various other operations are also on track. In addition, several projects are currently being implemented by the office in response to the challenges of climate change.

Major on-going projects:

In line with adjusting water resource resilience in the national Zhenzhuchuan region, the entire Zhuoshui Main Canal was updated and improved, with improved vacant land used to build strip storage pools, and the Beigang River flume.

Post-pandemic special budget:The planning designs include 30 hectares incorporating Gukeng regulating storage pool (water storage capacity of 2.2 million tons, land fee NT$300 million, engineering fee NT$500 million), Douliu Canal renewal and improvement engineering project, Magongcuo Lateral Canal renewal and improvement engineering project, Pujianglun Branch Canal improvement engineering project, Beigang Lateral Canal renewal and improvement engineering project.

Before the restructuring (2018-2020), average annual dredging expenditure was about NT$50 million, with annual dredging earthwork about 400,000 m3. After restructuring (2021-2022), average annual dredging expenditure will be approximately NT$72 million yuan, an increase of about 44%; annual earthwork dredging will be approximately 496,000 m3, an increase of about 24%.

In addition, regarding funding for irrigation waterway improvement engineering projects, according to statistics, before restructuring (2018-2020), the average annual amount was about NT$540 million and after restructuring (2021-2022), the average annual amount was about NT$742 million yuan, an increase of approximately 37%. In 2023, due to the addition of the "Construction Plan to Improve the Sustainability and Resilience of Agricultural Water Resources" and the "Connection Engineering Project between the Zhuoshui Main Canal and the North Main Canal," the current approved engineering project spending is approximately NT$2.3 billion yuan.

Conclusion

Since restructuring, many things that could not be done under the "Irrigation Association" or funding and construction that could not be obtained or undertaken are now being realized, such as:

In order to ensure dredging is undertaken as soon as possible and prevent channel siltation, the Irrigation Agency has set up multiple channels such as a toll-free hotline "0800-788717" or the "Canal Dredging Notification Network" to improve service efficiency.

Expand service scope:

Under the "Irrigation Association," farmer members in the irrigation area were targets of services provided, but now all farmers are targeted. For example, the "Irrigation Facilities Improvement Engineering Project in Lianmei Village, Bei Town, Dapi Township" is built in non-irrigated areas. Regardless of whether it is an irrigated area or not, the office is duty-bound and fully dedicated.

Irrigation plan formulation and implementation, irrigation water allocation and maintenance and management of main canal, lateral canals, sub-lateral canals, farmland drainage (large and medium drainage and above) and other related work.

Acquisition and extension of water rights relating to agricultural water, surface water, groundwater, temporary water etc.

Management of irrigated land, allocation of operational areas and expansion of irrigation services.

Irrigation water quality management, water pollution cases, acceptance and management of waterway arrangements, and farmland pollution accident related matters.

Formulating anti-drought (relief) measures, disaster prevention contingencies, and promoting plans for pipeline irrigation facilities, etc.
